Abstract:
The U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) is in the process of creating is high-resolution land cover/use data for the Upper Mississippi River System (UMRS) from 1:24,000-scale color infrared aerial photos collected in 2000. One of the attributes contained in the data files is land/water. Individuals who use the center's land cover/use data with the software program ArcView have reported difficulties accessing the land/water data when they attempt to summarize the data (i.e., perform a dissolve) on the land/water attributes. The land/water boundary within most pools is so complex that many printers cannot process the data unless one or more break lines are added to the data set. Therefore, to aid ArcView users in accessing the data, the land/water information has been combined with the boundaries of 7.5-minute USGS quadrangles and distributed as shape files.
Purpose:
The Upper Midwest Environmental Sciences Center administers the Long Term Resource Monitoring Program (LTRMP), authorized under the Water Resources Development Act of 1986 (Public Law 99-662). The mission of the LTRMP is to provide decision-makers with information to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. The long-term goals of the Program are to understand the system, determine resource trends and impacts, develop management alternatives, manage information, and develop useful products. The creation and distribution of high-resolution land cover/use data for the UMRS aids the Center in meeting these goals.

At the time this document was prepared, the 2000 land cover/use data set was still under development. The 2000 LCU data set for the entire UMRS is scheduled for completion during the fall of 2004. Completed data sets are available via. the Internet at www.umesc.usgs.gov. The data are served as PC and Unix based ArcInfo export files, PC based ArcView shape files, and report graphics (.gif images). The ArcInfo export files are stored in a Universal Transverse Mercator (UTM) projection, zone 15, North American datum 1927 (NAD27). The ArcView shape files are also stored in UTM projections, zone 15 and where appropriate zone 16, and in both NAD27 and NAD83 datums.

The land/water classification table was created by (1) preparing an all-inclusive list of the land cover/use classes used by UMESC in its land cover/use data sets and storing these data in a lookup table. (2) A land/water attribute field was then added to the lookup table, and each land cover/use class was assigned either a land or water value. (3) The center's chief botanist and several assistants reviewed the lookup table for accuracy.
Logical_Consistency_Report:
All polygon features are checked for topology using the ARC/INFO software. Each polygon begins and ends at the same point with the node feature. All nodes are checked for error so that there are no dangling features. There are no duplicate lines or polygons. All nodes will snap together and close polygons based on a specified tolerance. If the node is not with the tolerance it is adjusted manually. The tests for logical consistency are performed in ARC/INFO using certain commands.
Completeness_Report:
All data that was photo-interpreted is also automated. This includes submergent classes, emergents, grasses, and trees. Photo interpretation was performed using a 1-hectare minimum mapping unit, 10% vegetation cover.

The horizontal positional accuracy is tested by visual comparison of the data with hard copy maps and on-screen with existing data sets that cover the same area. The basemaps onto which the aerial photo overlays were transferred were 1:12,000-scale mylars plots of digital orthophoto quadrangles (DOQ) or 1:15,000-scale plots of digital raster graphics (DRG) created from 1:24,000-scale USGS quadrangles. Since DOQ data are positionally more accurate and are easier to align aerial photos than DRG data, DOQ data are used whenever possible.
