    1.2 Description
      1.2.1 Abstract:
                    The U.S. Geological Survey's Upper Midwest
                    Environmental Sciences Center (UMESC) has created
                    high-resolution land cover/use data sets for the
                    Upper Mississippi River System (UMRS) from
                    1:15,000-scale color infrared aerial photos. 
                    These data have been used to create a variety of
                    products, one of which is a data set used to
                    classify aquatic areas.  The 1989 and 1991 aquatic
                    areas data sets were created by first generalizing
                    the available land cover/use data into a
                    land/water data set, then reinterpreting the
                    aerial photography within the areas classified as
                    water to determine the type of aquatic area.  Area
                    coverage for this data set is the Upper
                    Mississippi River between Minneapolis, MN and
                    Cairo, IL, and the Illinois River from its
                    confluence with the Mississippi to Joliet, IL. 
                    Most of the individual data files were created
                    from 1989 land cover/use data, except for the La
                    Grange navigation pool on the Illinois River.  Due
                    to high water conditions present in 1989, 1991
                    aerial photography and land cover/use data were
                    used to create the La Grange data set.
      1.2.2 Purpose:
                    The Upper Midwest Environmental Sciences Center
                    administers the Long Term Resource Monitoring
                    Program (LTRMP), authorized under the Water
                    Resources Development Act of 1986 (Public Law
                    99-662).  The mission of the LTRMP is to provide
                    decision-makers with information to maintain the
                    Upper Mississippi River System (UMRS) as a viable
                    large river ecosystem given its multiple-use
                    character.  The long-term goals of the Program are
                    to understand the system, determine resource
                    trends and impacts, develop management
                    alternatives, manage information, and develop
                    useful products.  The creation and distribution of
                    aquatic areas data for the UMRS aids the Center in
                    meeting these goals.
      1.2.3 Supplemental Information:
                    The aquatic areas shape files are distributed in a
                    Universal Transverse Mercator (UTM) projection,
                    zone 15, North American Datum 1927 (NAD27) and in
                    North American Datum 1983 (NAD83).  Where
                    appropriate these data are also served in a UTM
                    zone 16 projections in both NAD27 and NAD83.

  2 Data Quality Information
    2.1 Attribute Accuracy
      2.1.1 Attribute Accuracy Report:
                    The attribute accuracy for this data set is tested
                    by manually comparing hard copy plots to the
                    original base map or mylar overlay.  Some
                    comparison may be done on-screen if areas on the
                    test plot are unclear.  The attributes are also
                    checked against an all-inclusive list of possible
                    attributes for the data set. If needed the
                    attributes are also verified to the photo
                    interpretation for the data set.
    2.2 Logical Consistency Report:
                    All polygon features are checked for topology
                    using the ARC/INFO software.  Each polygon begins
                    and ends at the same point with the node feature. 
                    All nodes are checked for error so that there are
                    no dangling features.  There are no duplicate
                    lines or polygons.  All nodes will snap together
                    and close polygons based on a specified tolerance.
                     If the node is not with the tolerance it is
                    adjusted manually.  The tests for logical
                    consistency are performed in ARC/INFO.
    2.3 Completeness Report:
                    All data that was photo-interpreted is also
                    automated.
    2.4 Positional Accuracy

                    The horizontal positional accuracy is tested by
                    visual comparison of the data with hard copy maps
                    and on-screen with existing data sets that cover
                    the same area.  The basemaps onto which the aerial
                    photo overlays were transferred were
                    1:12,000-scale mylars plots of digital orthophoto
                    quadrangles (DOQ) or 1:15,000-scale plots of
                    digital raster graphics (DRG) created from
                    1:24,000-scale USGS quadrangles.  Since DOQ data
                    are positionally more accurate and are easier to
                    align aerial photos than DRG data, DOQ data are
                    used whenever possible.

                    A digital raster graphic (DRG) is a scanned image
                    of a U.S. Geological Survey (USGS) standard series
                    topographic map, including all map collar
                    information. The image inside the map neatline is
                    georeferenced to the surface of the earth and fit
                    to the Universal Transverse Mercator projection. 
                    The horizontal positional accuracy and datum of
                    the DRG matches the accuracy and datum of the
                    source map. The map is scanned at a minimum
                    resolution of 250 dots per inch.

                    A digital orthophoto is a digital image of an
                    aerial photograph in which displacements caused by
                    the camera and the terrain have been removed. It
                    combines the image characteristics of a photograph
                    with the geometric qualities of a map.  The
                    standard digital orhthophoto produced by the USGS
                    is a black-and-white, or color infrared, 1-meter
                    ground resolution quarter quadrangle image.  The
                    accuracy and quality of USGS digital orthophotos
                    must meet National Map Accuracy Standards at
