The Long Term Resource Monitoring Program (LTRMP) of the Upper Mississippi River 
System (UMRS) was authorized under the Water Resources Development Act of 1986 
(Public Law 99-662). The UMRS is composed of the navigable reaches of the Upper 
Mississippi, Illinois, Kaskaskia, Black, St. Croix and Minnesota rivers. Program 
objectives are: to analyze significant resource problems such as sedimentation, 
water level management, and navigation impacts; to monitor selected habitats and 
species; and to develop data management systems and techniques which will assist 
resource personnel to better manage the rivers' ecosystems.
