This paper outlines a general plan for implementing a comprehensive and totally 
integrated long-term resource monitoring program on the Upper Mississippi River 
and its major tributaries. This program is to ensure the productivity of the 
fishery and wildlife resources, while maintaining its multiple-use character 
through a coordinated process of data collection, analysis and interpretation.
